Our mission at Star 46 is to provide the best oil & gas land services to our clients.
We are a full service land consulting firm with over 30 years of experience covering many basins across the country. Our expertise in oil & gas land is vast and comprehensive. Our clients come to us with a specific need whether it be using our expertise to assist them with an acquisition or to prepare an ownership report to lease an area.
We provide services to oil & gas companies, mineral owners, law firms, and capital companies. Lenders and capital companies hire us when working to deploy capital and need assurance that their client has complete ownership of the asset prior to closing. Oil and gas companies use our land services in all facets including Acquisition Due Diligence, Asset Management and knowing we can represent their interests at the various regulatory agencies.

We handle complex issues
Mineral owners use us when they do not understand their inheritance especially when their title is less than marketable. Our Title Curative services are extremely important for them. We prepare documents to cure their title, assist in lease and surface negotiations and walk them thru the complexities of a division order.

Mark Oates, CPL
Managing Partner

Mark has significant Asset Management experience working in the oil & gas industry for over 30 years as an In-house Landman & Manager.
He has worked for several oil & gas companies in Oklahoma City and Tulsa that are active in many ventures. Mark has managed a fast paced drilling schedule for major independents in Texas and Oklahoma and in many other basins across the United States. Mark has also managed many Acquisition Due Diligence projects in the past 10 years with values upwards of $5B in Oklahoma’s Anadarko & Arkoma basins and the Texas Permian basin.
As a Project Manager with a staff of 15-20 landmen, Mark's team handled all land activities with several Joint venture partners in many emerging plays in Oklahoma. His rapport with people has allowed him the ability to effectively negotiate and partner with landowners and companies to efficiently develop our country’s natural resources.
Personal Honors
Born and raised in Abilene, TX, Mark attended the University of Oklahoma on a full athletic scholarship after winning the Texas High School State Gymnastics Championships in 1981,
He graduated with a Bachelor of Business Administration Degree in 1987, majoring in Petroleum Land Management, now known as Energy Management.
While at the University of Oklahoma, Mark excelled at gymnastics, finishing 13th in the country at the 1987 USA Gymnastics Championships and represented the USA Team in many competitions prior to the 1988 Olympics. Below are Mark's accomplishment highlights:

Hank Latimer, CPL
Managing Partner

Hank Latimer has extensive oil & gas experience in many facets of land, land administration and land information systems. He began gaining energy experience in 2006 as a Field Landman with Turner Oil and Gas Properties. He then continued with internships at Anadarko Petroleum and XTO Energy gaining knowledge in the Coalbed Methane Powder River division and the Williston Basin Bakken Shale team respectively.
In 2010, Hank joined Chaparral Energy after graduating where he served as a Landman over three districts handling all Enhanced Oil Recovery and exploration land operations in portions of Oklahoma, Texas, and Kansas. While at Chaparral, he spearheaded a 40 landman leasing effort in his district, adding more than 30,000 net acres to the company’s legacy position. In addition to his core land responsibilities, Hank laid the groundwork for the creation of Chaparral’s GIS department and led the land department in its software modernization efforts. He then joined land software pioneer, iLandMan, where he added 40 new clients to its user base and combined his land and technology experience to assist those clients in refining their land lifecycle and software processes. Latimer left iLandMan to resume his career as a landman with Traverse Exploration, handling mineral and non-op acquisitions in the Mid-Continent region. In 2018, Hank joined Purple Land Management where he served as the Director of Development for the Mid-Continent Region and oversaw regional sales efforts, technology adoption and land related projects for select clients.
Hank is among the fourth generation of his family to choose a career in the oil and gas industry. An Oklahoma native, Hank is a 2010 graduate of the University of Oklahoma in Business Administration with a focus on Energy Management. He is a Certified Professional Landman and an active member of the AAPL, OCAPL, TAPL and PBLA. In his off time, he enjoys sailing and volunteers as an adult leader for his childhood Boy Scout troop where he attained the rank of Eagle Scout in 2003.
